Batter: Whisk together dry ingredients in a medium mixing bowl. In a separate bowl beat egg until frothy, then stir in milk. Combine wet and dry mixtures and stir until fully mixed.
Pour manufacturer recommended amount of batter onto hot waffle iron and cook until done. Cut immediately with 3-inch round biscuit cutter and set aside. Each wonut is approximately 1/4 cup of batter.
Glaze: In a blender, blend 1 1/2 cups SPLENDA® No Calorie Sweetener, Granulated, cornstarch, and cocoa powder until it is a fine powder. Transfer to a medium bowl and add water, and vanilla. Stir until fully mixed.
Coat the top of one-half of the wonut with one tablespoon of chocolate glaze. Let sit until glaze hardens and then serve.
